5 Things to Clarify Before Starting a Commercial Renovation in Singapore

Starting a commercial renovation without the right groundwork in place is one of the most common and costly mistakes businesses make in Singapore. Before you engage any contractor, make sure you've got clarity on these five points.

1. What Does Your Lease Actually Allow?

Your tenancy agreement governs what you can and cannot do to the space. Most commercial leases require landlord written approval before any reinstatement, structural changes, or M&E modifications. Some specify approved contractor lists or require the landlord's representative on site during certain works.

Read your lease carefully and request a pre-works meeting with your building management before your contractor starts. Unauthorised works can result in forced reinstatement at your cost.

2. What Are Your Reinstatement Obligations?

Reinstatement is the requirement to return a space to its original condition at the end of tenancy. In Singapore commercial leases, this is almost universal — but the scope varies. Some landlords require full reinstatement of all fit-out works; others only require removal of additions to the base building.

Understand your reinstatement clause before you design your fit-out. It affects material choices, joinery specifications, and the overall budget you'll need to set aside at the end of the lease.

3. Do You Need BCA Approval?

Not all commercial renovations require Building and Construction Authority (BCA) submission, but many do. Structural works, changes to fire compartmentation, modifications to ACMV systems, and changes that affect the building's approved use typically require plans to be submitted and approved before work begins.

Your contractor should be able to advise on whether your proposed scope triggers submission requirements. If they can't, treat that as a red flag.

4. Is Your Timeline Realistic?

Most clients underestimate how much time the pre-construction phase takes. Design development, 3D sign-off, material procurement, contractor mobilisation, and any required approvals all happen before the first wall goes up.

As a rough guide, add four to six weeks of pre-construction to whatever your on-site build period is. For a project with a six-week build, you're looking at a ten to twelve week lead time from engagement to completion.

If you have a hard deadline — a lease start date, a launch event, or a board presentation — communicate this upfront. A good contractor will design the programme around your constraint, not tell you it's impossible.

5. What's Included in Your Contractor's Quote?

Commercial renovation quotes are not always structured the same way. Before comparing proposals, make sure you understand what is and isn't included in each.

Items that are sometimes excluded from a base quote:

  • Design fees (separate from construction)

  • BCA submission fees and professional engineer (PE) endorsement

  • Loose furniture and fittings

  • IT, AV, and security system installation

  • Reinstatement works at end of tenancy

A reliable contractor will give you a clear schedule of inclusions and exclusions. If the quote is a single lump sum with no breakdown, ask for one before proceeding.
